In 1999 the Harris Tories decided to unload a toll highway in Ontario. Mysteriously the government entered into a 99-year lease with a privately owned company called "407 International Incorporated." Details of the contract were kept secret from the public.
Last month an Ontario Superior Court upheld an arbitrator’s ruling that increasing toll rates on Highway 407 did not require government approval. In effect –the government can’t regulate tolls on what is considered public infrastructure.
