American historian John Lukacs defies easy categorization. Neither conservative or liberal, he’s been described as a "staunch defender of Catholic social policy."
     In his new book Democracy and Populism: Fear and Hatred (Yale University Press) he writes that the principle of popular sovereignty is now universal. He then proceeds to examine what popular sovereignty’s politics have become, what they consist of, and what are its prime and principal dangers. It’s both a dazzling and troubling intellectual excursion.
